MEETING OF REPRESENTATIVES OF THE FOUR REGIONAL COLLEGE COMMITTEES, held at Coquitlam Centennial High School, 570 Poirier Street, New Westminster, B.C. on April 20th at 8:00 p.m. Present: Messrs. s. Leggatt K. Mutter - Regional College Steering Committee (40, 41, 42 and 43) W. McOuat J. Robertson - Vancouver City College A. Hatcher - Regional College Study Committee (35, 36, 37 and 38) P. Jones - North Shore Regional College Coordinating Committee (44, 45, 46 and 48) Mr. Leggatt, the Chairman of this meeting, opened the meeting by stating that his group has agreed, in principal, that a study is required, the sooner the better. Mr. Hatcher stated that his group's study and resolutions have been sent to the Department of Education, and their feeling is that they would like to have some answer from the Minister before starting on another study. Their present study is the second one -a similar study had been made three or four years ago. He also said -he'd like to have some definite assurance from the Minister and the Department as to what kind of study is required. His group feels this is just a stalling procedure on the part of the Minister and that it is time the Minister spent some money. His group has requested an interview with the Minister. Mr. McOuat said that they are always interested in cooperating but when the $30,000 survey was proposed to his Board they were definitely not interested in contributing. He feels that a survey could be made available by coordinating the studies the four groups have already assimilated. They see no need to bring in a California group to duplicate a study that has already been done. And, instead of six months it could be done in one month. Mr. Jones then read a letter which had been given to him earlier in the evening by Dr. Walter Hardwick (Tantalus Research Limited). This letter sets out the terms of reference of the study which could be made from studies which have already been done for North Shore, Surrey and Vancouver. Mr. _Jones stated that the North Shore group has agreed that there should be a survey and that he has been given authority to propose to this meeting that this study be done and financing of same arranged. - 2 - Mr. Hatcher agrees that Hard.wick is a logical choice to do this study. He would like some indication of how the Board's, collectively, feel about the matter of one district's college being approved before another's. Mr . Leggatt questions that if such a study is made, will we then be in a position to give the Minister what he wants. Lengthy discussion took place on the proposed curriculum. Mr. Jones said that after a college has been approved (approximately two years) then a coord.inating group can be set up to plan the curriculum of the college. study. Mr. Leggatt asks if we should now decide to go for the Hardwick His group understands that a delegation is futile. Mr. Hatcher says they want to know exactly what the Minister wants. Mr. Jones stated that no individual college will be approved until an overall study is made. The question of naming sites was discussed. Mr. Leggatt says that his committee is against naming a site until after the plebiscite. Mr. Hatcher said they had to name a site in their study. Mr . Leggatt again mentioned that his group has passed a resolution for an independent body to make a study and he is prepared to seek the approval of his group for a study and feels that Dr. Hard.wick would be the right choice. Mr. Hatcher then asked how the cost of this study will be split. Mr . Jones said the North Shore group would be happy to underwrite 25% of the cost. Mr. Leggatt agrees that this would be fair . Mr. Hatcher doesn ' t wish to commit himself because the feeling of his group is that they want an answer to their first study. However, this feeling was in respect to the $30,000 study. They may feel differently about this one. Mr. Hatcher later said that he is prepared to r ecommend to his group that they participate in a study by Hard.wich for the amount specified, $2,500. However, it will take two or three weeks to get this approval. Mr. Jones mentioned that this authority should be obtained as soon as possible so that Hardwick could get started by about the 5th of May. It was agreed by all persons present that the cost of this study would be split four ways. Mr. McOUat said he could get a decision from his Board. by the 1st of May. Mr. Hatcher then said he would get a decision as soon as possible. Mr. Robertson asks if there would be any advantage in having a meeting with the Minister and asking him what he wants. Mr. Leggatt .J ~ - 3 also wonders if we have covered everything. M:r. Jones said that Pe:r:ry is interested in having a proposal which he can strongly :recommend to the Minister . M:r. Hatcher then said that if three of the four groups are in agreement , the study should go ahead. Mr. Robertson said that all groups should cooperate and let the study encompass their areas. Mr . Jones said that it has been decided that the study will be done and all groups will cooperate in it for $2,500 to be split fou:r ways He also and by May 1st we will be able to authorize Hardwick to start. stated that each group will advance $800 which can be used to underwrite the study. This was agreed to by all. Mr. Leggatt asked again if we need a meeting with the Minister to iron out the terms of reference of this study. Mr. Jones replied that we should get the study started and then ask for a meeting with the Minister and officially inform him of what we are doing and see if he has any comments on the terms of reference. Also, the Academic Board will have to be informed . It was decided that as soon as Messrs. McOuat, Hatcher, and Leggatt have obtained the approval of their respective Boards, this information will be phoned to Miss Campbell, North Vancouver School Board, 987-8141. ~
