Frieda Wiebe, head librarian at Vancouver Community College for the past four years, will be assuming that post at Cap’s library beginning October 17. In addition to her work at the Vocational Institute's campus, where she managed circulation, reference, instructional, media and computer services, budgets, staffing, and the planning and implementing of a campus copyright policy and procedure, Frieda was a consultant to the Can Tho University in Vietnam. Frieda has an M.B.A. from UBC — her studies focussed on labour relations, organization behaviour and development, and marketing — a Master’s Degree in Library Science, also from UBC, a B.A. (Hons.) from the University of Saskatchewan, and a Diploma from the University of Tubingen, West Germany where she specialized in German language and literature. She speaks English, German and some French and Spanish. “We were looking for an excellent administrator with competency in library skills and communication,” says Rob Turner, Dean of Student and Instructional Services. “Everyone on the interviewing team concurred, Frieda has superlative human relations skills.” The decision to hire a head librarian was based on separate faculty and staff reports which suggested that an administrator would be useful to revitalize the library. College Hires Negotiator Geoff Holter will be the College’s negotiator, working full time on the planning, organizing and coordination of the negotiation of both College collective agreements. He begins at Cap September 27. Executive Director of the Professional Employees Association since 1975, Geoff has led negotiations for collective agreements between the Professional Employees Association and various employers including: the Government of B.C., Greater Vancouver Mental Health Services, the Legal Services Society, the Prince George School District and the Health Labour Relations Association. As chief negotiator for the Professional Association of Residents and Internes for the past decade, he represented the medical housestaff of major B.C. hospitals in negotiations with the Health Labour Relations Association. He holds a Master’s Degree in English from Simon Fraser University and is an opera lover, tennis and softball player, weightlifter, reader and writer. The negotiator’s duties will be to: * serve as chief spokesperson for all College negotiating committees, presenting the College’s view within definable limits and assisting in determining strategies ¢ interpret union contracts and college policies to members of the Board, College Executive, supervisors and employees, and advise them in dealing with grievances and other matters relating to faculty union affairs and staff negotiation matters (as required) ¢ liaise with, or represent the College in grievances and arbitrations, and before the Labour Relations Board * act in an advisory capacity on labour relations matters to groups or committees consisting of members of the Board and/or Management Group ¢ keep informed of developments in personnel administration and labour relations/negotiations and periodically review and prepare reports on the College’s negotiation process ¢ be responsible for the maintenance of faculty records and processing of personnel records relating to workload, appointments and assignments ¢ represent the College on Workload Equivalency Taskforce and other similar contractual committees (as assigned) * may be assigned non-personnel related faculty- oriented tasks consistent with tasks within the responsibility of other Associate Deans Geoff will report directly to Rob Turner, and is responsible to the entire Committee of Deans.
