THE INFORMER PAGE 6 JANUARY 30, 1991 Library Update The British Columbia government is supporting a new initiative by librarians to improve access throughout the province to information about government activities and programs. The Capilano College Library, one of 43 public, college and university libraries selected to participate in the British Columbia Government Publications Depository Project, is now receiving, at no charge, a core collection of important publications valued at approximately $1,000. These are publicatons which Capilano College Library purchased or subscribed to previously, and as such are not new holdings. The collection provides local access to current information about new legislation tabled in the Legislative Assembly in Victoria. The British Columbia Gazette, part 1, contains government notices. Proceedings in the Legislative Assembly can be followed through the Orders of the Day, announcing upcoming matters; the Votes and Proceedings, a brief summary of what has taken place; and the Official Report of Debates, popularly known as Hansard, which fully records the speeches in the Legislative Assembly by the MLAs. First-reading bills are presented, and if they pass third reading they are again printed. If a bill receives Royal Assent and becomes law it is called a Statute, and is given a chapter number which differs from the bill number. Statutes are among the most heavily used government publications and the Depository Library Project ensures that libraries will receive them as soon as they are published. Many statutes allow a minister to make regulations containing the details that are not in the statute itself but which are necessary to carry out the intent of the legislation. Once regulations are approved by an Order in Council they are published first in the British Columbia Gazette, part 2, and then in the looseleaf Consolidated Regulations of British Columbia. Other publications now being supplied to the Capilano College library are the Estimates (projected expenditures), Public Accounts (actual expenditures) and the very useful Phone Directory, listing government offices and officials throughout the province. Annual reports of numerous ministries are also being received through the project. Many individual ministries that distribute publications on a complimentary basis are also participating by including depository libraries on their mailing lists. The British Columbia Government Publications Depository Library is managed by the Library Services Branch, Ministry of Municipal Affairs, Recreation and Culture. The Minister responsible is the Honorable Lyall Hanson. The project is currently funded from lottery revenues. Technical assistance to establish the Depository Library Project was provided by McPherson Library, University of Victoria. An advisory committee of members of the British Columbia Library Association continues to meet and make recommendations regarding publications included and the future of the three-year pilot project.
