Memo Date: May 20, 2008 To: Robert Campbell, Chair, Education Council Deans and Coordinators John Wilson, President, CCFA From: Greg Lee RE: Structure of Faculties as University As you are probably aware the formation of a Senate requires that the Board constitute educational administrative units or Faculties. These faculties form the fundamental unit for election to Senate and provide the overall educational leadership of the university. While Senate has the responsibility to set the policy under which the Faculty curriculum is determined and delivered, the programmatic content is fundamentally the responsibility of the Faculties. The formation of Faculties should not be taken as a mere administrative exercise. Both symbolically, and legislatively Faculties are more permanent entities that should not be changed, and indeed cannot be changed without significant debate and formal procedures. In that context, our rather less formal process of re-arranging programs and departments can no longer apply. Hence, the proposal to create Faculties must be carefully considered. It is easier to get it right, or as right as we can, the first time. But time is of importance if we are to begin the transition to a University. The attached first draft is an attempt to generate the necessary discussion. The organization proposed is not fundamentally different than the current structure. Comments and advice are sought by June 3, or in the case of Education Council after the June 3 meeting. A final proposal will be going out following the June 3 Board meeting, with responses by June 15. It is anticipated that a Board motion on June 24 will establish the Faculties and enable us to proceed to establish timelines for a fall Senate election. I know the timelines are short. For that I apologize. It is however important that we proceed as quickly as possible.
