Mro Espley vetoed section "A", stating that the college should avoid subsidizing &ny students., M1•. MacDonald therefore recommended that section "9" be adopted. 0 using e uniform mill rate for capital costs/ and a pro-rated mill rate based. on the Grade XII enrolment of each of the school districts for operating costs / There was a discussion on the advantages and disadvantages of this plarl, and it was suggested that the agreement should contain the following provisos: (1) equality of entrance opportunities to students from all participating school districtso (2) provision for adjustment of the agreement if the college enrolment from a given school district was more than 0 say 0 10~ either way of the number of students provided fore MOVED by Mr. Powell; seconded by Mr. Malcolm.: That the capital costs and service to capital be distributed among the participating Boards on a unifom mill rate besis. Ross: That for purposes of budget• this rental agreement be acceptedo CARIUEDo Howeverp it was agreed that this rental agreement be looked at by the Secretary-Treasurers and compared with the operating costs of t he schools 1n their districts o Mro Brooks presented a statement of estimated operating costs of the college for the period September to Deeamber 9 1968, a copy of which was handed to each member .. Mr. Parkes submitted a .proposal on a public information campaign to be launched at least six weeks prior to the plebiscite., Toe estimated cost of this campaign 1s $10,000 (actual total of amounts mentioned, t9,500). One of the first things to be done would be to set up a public information committee of, possiblyp four. to approve all material ... 3 .. released to all mediao Next would be to set ~pa citizen's committee in each of the .four school districts'!> composed of three or four, to select the individuals in each district, outside the field of education, whose voices carry weight with the public, and enlist their support of the college. Dr. Wilson volunteerad to try to get the names and addresses of parents of babies born during the past four years from the Lions Gate Hospitalo Mro Parkes emphasized the importance of reaching all ~rents, and suggested we inquire into ways and means of getting all parents onto the voters' list. The next meeting will be held on Saturday. January 27th• 1968~ at 10:00 a.m. in the North Vancouver School Board Administrative Offices.
