Revamped internal government structure proposed by committee By A. H. GLENESK, Principal A modified college organization for the in- volvement of faculty and students in the advisory process related to the decision- making role of the college administrators has been recommended to the Principal by a joint committee of students, instructors and administrators. The modification of the ‘“Cabinet-Five Com- mittee’’ arrangement of 1969-70 has evolved over many hours of debate and proposition by a Review Committee. Both the Student Association and Facuity Association are reviewing the proposal, and will pass their comments to the Principal. | am satisfied that fewer meetings, and a less complicated but equally participatory design has emerged dedicated to the prin- ciple of involvement and a democratic ap- proach to college organization. CABINET DELETED The Cabinet is deleted — and in its place has been substituted a Forum executive with different terms of reference than the Cab- inet. The Instructional Board has been re- moved from the structure as has the Finance Committee. There are three main commit- tees: Student Services, Research and Develop- ment, end Curricu!um and Instruction. Terms of reference of these committees are Profile: W. (Ed. note: this is another in a series of profiles on college council members.) North Vancouver Schools Superintendent W. E. Lucas has been a long and enthusi- astic supporter of the community college movement. He was a member of the committee that looked into the establishment of the college and was one of the original appointees to the College Council. He believes that the major role of the college should be the development of career Programs and is happy with the increasing enrolment in these areas. “To me, the big value of a college such as Capilano is to provide post-secondary edu- cation for young people not going on to university,’ he says. “There is a great demand for the para- professional and | hope that the college will continue to expand in this area. 1 “| also believe that the college should be- come more involved in short-term community programs, many of which are being carried out by the adult education departments of the school districts. | am looking forward to the day when all adult education programs are conducted by the college. Mr. Lucas, who has been Superintendent of Schools in North Vancouver for the past 17 mainly left to the committees themselves within the framework of an advisory com- mittee. This committee arrangement will afford the opportunity for students, instructors, ad- visers, librarian, and administrators to try out ideas, propose innovations, and make recommendations. Most recommendations will undoubtedly be administrative in nature, and will normally not go beyond the Prin- cipal for a decision. When deemed necessary by the Principal, or on recommendation of any of the com- mittees; it might be wise to have an official College Policy adopted by the College Council as a guide for discretionary action. The whole committee structure is not con- ceived as a power structure but as a per- suasive system of advice to the Principal. Here is an internal organization which looks as though it will serve our needs at Capilano. It was born out of a worthwhile experience and represents a very hard look at our needs for the present. The key personnel will be the chairmen of each committee. The Forum Executive or other committee or administrator may initiate or refer recommendations. POSTS Capilano College faculty members hold im- portant posts on three provincial committees. G. A. Edge, instructor in economics and co-ordinator of social sciences, has been elected chairman of the Academic Board's Articulation Committee in Economics. Mrs. Sonia Sanguinetti, instructor in politi- cal science, is convenor of the Political Science Provincial Committee. Mrs. B.
