Mr. Jones r eported on the meeting of the Lower Mainland College Coordinating Council held on August 8th last , at which both Dr. Perry and Hr. Espley were present . Mr. Bill Reid has been appointed Assistant Superintendent, Division of Colleges and Universities , and he wlll be the Department of F..ciucation r epresentative on the Lower Mainland College Coordinating Council. Dr. Perry spoke to the Council on Federal/Provincial assistance to post-secondary education . This will be regulated by a contract between the Fede ral and Provincial Government s which has not yet been signed. There will be no direct grants -- Canada will turn over to the Province 4% of the personal income tax and l~ of the corporate income tax; or an amount equal to $15 . 00 per capita ; or 50%of the amount that is spent by the Province on higher educ a tio~. The Province may s elect whichever alternative i t wishes . The purchas e and development of college land , dormitories , and parking facil ities will be non-shareable . Approved building and equipment costs and ot her capital expenditures will be shareable on a 50/50 basis . Dr. Perr y stated the Department would not bind itself in advance -- when the College is r eady the Government will discuss what are to be shareable expenditures . Approved operating expenses will al so be shareable on a 50/ 50 basi s . A r eport on purchased college services pr epa r ed by Mr . W. G. McOuat of the Vancouver School Board was given to each Committee member . - 2 Mr. Brooks reported on the first visit to Vancouver of Mr. Howard Sagehorn and Mr. Sam Buchanan of Davis, MacConnell, Ralston, J~c., Palo · Alto. During their visit, they had the opportunity of meet ing repres entatives of the four s chool districts, Vancouver City College, and Can ada Manpo'trer. They have asked for enrolment figures from each district covering the last three years and have propos ed a survey of the present whereabouts and occupations of Grade 12 graduates fr om 1965 to 1967. It is anticipat ed that their next visit may take place about the end of August. Mr . Brooks also presented the questionnaire prepared by Davis, MacConnell, Ralston for each of the Committee members. It was decided t~at each District S1,2perintendent, in consultation with his staff, 'trill fonrard answers to Mr. Brooks by September 12th. Mr. Brooks will consolidate these answers, and the Committee "trill discuss them at the next meeting. _ Mr. Jones discuss ed the Millage Computation vrhich he prepared of the four school districts, based on Mr. MacDonald's report and guided by the experience of Selkirk College. Considerable discussion followed, at which time it was pointed out that the validity of the figures was dependent upon the assumption that costs should be based on the number of students attending from each participating district, but that other bases were possible and should be examined before the agreement is finally drawn. MOVED by Mr. \>lallace; seconded by Mr. Jones: That Mr. Brooks have this aspect of inter-board agreement submitted to Davis, MacConnell, Ralston, with a view to obtaining alternative bases of allocating costs. It was decided that the subject of do rmitories need not be discuss ed at this time, since Committee members were in agreement that donnitories will not be necessary durin g the first yea rs or operation of the college . However , administrative control over student living quarters will have to be established. It was agreed that each school board should contact the Reeve (or Mayor) in its district and issue a formal r eques t that he (or she ) designate on e councillor as the person with whom we could· communicat e regarding Regional College affairs, and that this councillor could be invited to spec ial meetin gs of the Committee . Mr. Brooks asked that each Secretary advise him of the n ~~e of it s appointee before the middle of September , in order that they can be invited to the next meeting. - J It was decided to hold our ne.xt meeting at Carson Graham Senior Secondary School in September, and to serve coffee and sandwiches during the meeting.
