Special Insert November 17/95 The Board of Governors The Board of Governors is a corporation and, in a legal sense, is “the College.” The Board functions as a Crown agency and is accountable through the Minister of Skills, Training and Labour to the people of British Columbia. Its four major responsibilities are: - to establish the College purpose and direction; - to ensure that the College is effectively and efficiently managed; - to establish policies which have College-wide application; - to promote effective communication with the College community. Each Board of Governors of a college, institute or agency comprises at least fourteen members, twelve of whom are voting members. Voting members are: a) eight or more persons appointed by the Lieutenant Governor in Council b) one faculty member, elected by the faculty c) two students, elected by the students d) one member of support staff, elected by support staff. Non-voting members are: a) the president b) the chair of the Education Council ’ Terms of Office: Appointed members are, in practice, appointed for one, two and three year terms, and may be re-appointed for an additional period under certain circumstances. Under normal circumstances, a governor will not ordinarily serve more than three consecutive terms. Elected faculty and staff members serve a three-year term and may be elected to further terms. Elected students serve a one-year term and may be elected to further terms. Effective services to students, and efficient administration of institutional programs, are facilitated by clear and open communication between the Board and the Education Council. Clear expectations of the roles of each, and an openness to sharing perspectives relating to College programming, are essential. The president, as a member of both bodies, can serve as an essential communication link, or the Board may appoint a representative on the Education Council. The Education Council The College and Institute Amendment Act, 1994 requires that each college, university college, or institute have a formally constituted Education Council, comprising at least 20 voting members as follows: - 10 must be faculty members elected by the faculty members - four must be students elected by the students - four must be educational administrators appointed by the president - two must be support staff elected by support staff The president is a non-voting member and the Board may also appoint one person as a non-voting member. The Education Council has: a) advisory responsibilities on matters of educational policy; b) powers for setting policy concerning instruction and student evaluation; C) joint authority with the Board, on matters relating to transfer of courses and to other matters agreed to by both the Council and Board. Banks (162 yes votes; 43 no votes); Kerry Hall (128 yes votes; 55 no votes). Defeated: Peter Vander Woude (116 yes votes; 50 no votes). 2. Elected to One Open Student Position (Representing all Career, Community, ABE, ESL Program students) Elected: Chris Ryce (194 yes votes, 22 no votes). 3. Elected to One Open Faculty Position (Representing Visual and Performing Arts faculty) Elected: Joyce Gee (11 yes votes, 4 no votes). II.
