The provisions of this Part apply with the necessary changes and so far as is applicable to colleges established as a district college or regional college prior to the coming into force of this section as enacted by the Statues of British Columbia, 1970. 1970, c. 41, s.25. 251. The Boards of two or more school districts (called "participating Boards"), within an area defmed for the purpose by the Lieutenant-Governor in Council or the Board of a school district, may, with the approval of the Lieutenant-Governor in Council, establish, maintain and operate a college under the name "Selkirk College Technical and Vocational Institute" (or as the name of the institution may be) in which courses of instruction in the first and second years of university work, courses of other post-secondary instruction and training, and other adult courses of instruction and training are offered by a college council to persons over the age of attendance at public school under section 121. 1970, c. 41, s.l5; 1971, c. 46, s. 76. 266. The Minister of Finance shall pay in each fiscal year to the participating Boards a grant for operating expenses of the college for that year equal to not less than sixty per cent of the difference obtained by subtracting from the total amount of essential operating expenses set forth in the estimates of the college as finally approved by the Minister of Education the amount of the grant, if any, payable to the college for that year by the Government of Canada. (1) The Lieutenant-Governor in Council may designate: (a) a college, and (b) the area of the Province that is the college region of a college designated under paragraph (a). (2) On designation under subsection (1), a college is a corporation consisting of the members appointed to its board under section 7. On the recommendation of the undersigned, the Lieutenant-Governor, by and with the advice and consent of the Executive Council, orders that pursuant to the Colleges and Provincial Institutes Act, section 6 (1), Capilano College be designated and the area of the Province that is the college region be the combined area of the following School Districts established by the Public Schools Act: 44 (North Vancouver), 45 (West Vancouver), 48 (Howe Sound); ~ AND THAT the effective date of this designation be December 1st, 1978.
