Peter Jones (Chairman) L.D.G. Brooks {Secretary) Mr. Jones opened the meeting by reporting on the following: le A meeting o.t....the District And Regional College Association of B.. Co held at Castlegar on June J, 1967. The Association adopted a Constitution and Br-laws, set up a budget, and elected the following executive: President Dr. MacMillan Stuart Leggatt Vice-President Members-at-large G. Weatherhead C. Peter Jones The Secretary is to be chosen by the executive at a later dateo 2o Two meetings of the Lower Mainland Coordinating Council - one in the afternoon and one in the evening of June 6, 1967. At the afternoon meeting it was agreed that certain student enrolment projections supplied by the Department ofF.dueation could be used a~ a basis for future planning, <hough they are conservative. At the evening meeting, the Council authorized Dr. w. Hardwick to prepare a working paper dealing with the possible groupings of school districts for purposes of supporting colleges in the Lowar Mainland areao Dro Hardwick expects to have this inform.3tion in two weekso The Council will also request the . Minister of JD:lucation to appoint a permanent Member and to clsrify the financial situation with regard to regional collegeso Mr. Brooks reported on the West Vancouver Council meeting 9 dealing with property available in West Vancouver as a possible site for the collegea It was suggested that we seek means to clarify our position regarding college sites. Mr. Brooks then commented on the operating data of Selki~k · College in accordance with the statement .which he prepared and which was given to all Committee members. - 2 - Mr. Frink Beinder'a address was discussed 0 with special emphasis on several points which Mr. Beinder raisedo First, the College Committee must agree on what the . college is• what i~ will do 1 and whom it will serveo Secondly, this is the sole business of the school trustees , and they must all "talk the same story" when publicizing the college~ Thirdly, the cost-sharing details should be worked out before the plebisciteo It was also agreed that there should be as little time as possible between the plebiscite ~nd the referendlllllo, · Mr. Ferguson reported that the West Vancouver School Board is prepared to employ Mr. McGown, providing the College Committee is going to use the services of Mr. Brooks for a further ten-month period from September, 196?, to June, 1968, on a .5/8 time basis, ond providing the College Committee will reimburse the West Vancouver School Board for Mr. McGown' s salaryo Mr.• Wallace stated that the COll!lllittee should be certain that Mro Brooks will in fact need to devote 5/8 of his tirae to College worko Mr. Jones then moved that the North Shore Regional College Coordinating Camnittee would provide a sum not to exceed $10,000 for the period July 1st, 196? to June JOth, 1968 !or the sel"Tices of Mr. Brooks on a 5/8 time basis 0 the actual time spent t.o be reviewed quarterlyo Carried. Mr. Brooks requested authority to pay the accounts of the Devonshire Hotel and Capilano Gardens,. Mro MacDonald moved and .Mr. Malcolm seconded a .motion authorizing Mr. Brooks to pay all routine expenses on receipt of the accow,tso Mro Brooks asked that each member who had attend~ the Castlegar meeting submit his travelling expenses to the Secretary-Treasurer or his Board, and the Secretary-Treasurers have been asked to send in these expenses for paymento It was noted that funds have been requested from all the Boards for deposit to the North Shore Regional College Coordinating Committee. and that cheques have bean received and deposited for Hove Sound, Sochelt, and North Vancouver. Mr. Brooks was asked to obtain copies of the financial arrangements prepared between Boards in the Vancouver Island and Northern Interior College Co~J11ittees. Mr. MaclJonald agreed to prepare a report on mill rates for each of the school districts for discussion at the next meetingo In this connection, the BoCo Research Council is doing a study on the economic factors influencing the host district which will be available within tvo weeks. There was some discussion of inviting Povell River and Lillooet to join the College Comn1ittee, but it was decided to discuss this at a future meeting. Mr. Brooks raised the question of whether or not the legislation provides for s school district to join a complex &ta later ds~eo . The question or determining college coats 0 capital and operating 9 wa~ discussed 9 and it was the consensus ot the members that this would hot be feasible before the plebi8citeo However, a deci•ion was not reached. - J In connection 'With posnible sitse for the College, Mr. Jones mentioned t.h11t he had rece:S.ved a tentative offer from Mr. J.P. Roberts on behalf of his principals of scma free land in West Van~o~ver in the vicinity of 19th St~eet and 29th St1"8et ~nd Upper Levels High~ay, Mr. Jones will look into this further and it will be discussed at the next meetingo ~r~ MacDonald stated that he had attended an Industrial Developnent Committee meeting, and they are prepared to offer 140 acres in the Squamish aroa for cpproximately $1.00 per acreo In response to question, Mr. Brooks stated the following points in connection with possible sites for the College: 1. It should be central to the area being served; 2. It should bo near shopping and residential areas; J. It should be near public transportation~ A sub-committGe will be appointed to look at sites after Dro Hard.wick's report on groupings is made available. In summary, Mr. Jones asked for the following information: lo A concise statement by Mro Brooks of what a college is, what it will do 0 and whom it will serve. 2. A report fror;i Mr. MaoDonald on mill reteso The above reports will be discussed at the next meeting, which will be held on Wedneaday, June 28th, 196?, at 6:15 p.mo, Qt Capilano Gardens.
